O you who believe! When you (want to) consult the Messenger (Muhammad SAW) in private, spend something in charity before your private consultation. That will be better and purer for you. But if you find not (the means for it), then verily, Allâh is Oft-Forgiving, Most Merciful. (58:12)

If someone gives charity before getting a fatawah (Islamic rulings), he or she removes some of there sins by giving charity. And when one gives charity, then that cleanses some of the sins, then that opens there wisdom towards Allah.
